• The watershed is 106 km2 and encompasses the
run-off basin for the 42 km2 lake itself
• Sylvan lake holds 420 million cubic metres of water
at an average depth of 10.4 m
• Sources of water inflow to the lake:
• 60% of the water in the lake comes from rain
• 30% is surface run-off
• 10% underground spring fed
• Water outflow from the lake:
• 90% from evaporation
• 10% from outlet control
• Potable water AND wastewater are are hydraulically

Central Alberta Regional Wastewater (CARWW) System
• Over 12 years ago, the design and conceptual plan for the CARWW system was initiated
• The CARWW system is designed to comply with Alberta Environment's directive to prohibit continuous discharge of treated, and untreated, wastewater upstream of the City of Red Deer.
• The CARWW System design was collectively planned by many regional municipalities to address the key requirements of the system to include:
• Over 12 years ago, the design and conceptual plan for the CARWW system was initiated
• The CARWW system is designed to comply with Alberta Environment's directive to prohibit continuous discharge of treated, and untreated, wastewater upstream of the City of Red Deer.
• The CARWW System design was collectively planned by many regional municipalities to address the key requirements of the system to include:
- To provide wastewater treatment at a single, major water treatment facility located in the City of Red Deer.
- Construction of regional collection systems including a North Leg, Central Leg, and Southern Leg.
- Include facilities to receive trucked wastewater from smaller sewage systems that cannot otherwise practically connect to the CARWW system.
- Most importantly, this system is designed to protect the water quality for current residents, and support the continued growth and economic expansion in the region.
The CARWW System will gather regional wastewater for treatment in Red Deer
North Red Deer Regional Lateral ("NRDRWSC")
• 28 km gathering system servicing the Towns of Blackfalds and Lacombe, and portions of the Counties of Lacombe and Red Deer
• $71 m project currently under construction, targeted to be online in April 2018.

• Open house held on August 6, 2016 included 115 residents representing 78 properties (29% of total)
• Designed as a low pressure system operating at 40 psi
• HDPE pipe will be installed along exising road allowances by directionally drilling
• Tie-in point is at the Blissful Beach lift station as proposed in the original SLRWWC regional design plan
• Peak design rates of 366 m3/d based on Alberta's Sewage System Standard of Practice requirements
• Open house held on August 6, 2016 included 115 residents representing 78 properties (29% of total)

Wastewater Management Project - Total Costs
Property owners can expect to see the following projected costs to pay for the Wastewater system
- Homeowners will be responsible for the installation and construction costs of the tie-ins on their property. Past projects have averaged $6,000 - $8,000/house depending on length of pipe required, etc.
- Cost of the Local Improvement Tax
• One-time cost of roughly $3,700
• Or an annual cost of $332 for 15 years, or $237 for 25 years - Operating expenses are recovered based on a utility rate model applied equally to each property. Costs forecast to increase in 2020 to reflect cost of transportation and treatment at the Red Deer treatment plant.
Sunbreaker Cove - Waste Water Project Timeline
Sunbreaker is targeting commissioning and start-up of the system September 2019.

- SBC will not commence field construction until the SLRWWC has commenced construction on the North Leg lateral from Birchcliff, and completion of the (proposed) Blissful Beach lifting station
- In order to meed this target, the SLRWWC will need to kick-off engineering design, cost estimates, business plan, and funding application in July 2017.
• Phase 1 - SBC
• SCB will kick-off debt limit request and blyaw once the SLRWWC has triggered the North Lateral project.
• Phase 2 - SLRWWC
• Preliminary engineering design and cost estimates for the commission facilities should be started in July 2017.
• This will allow adequate timing to ensure all funding and approvals are in place no later than September 2018.
• Phase 3/4 - Construction
• Combining the construction of both segments, SBC and SLRWWC may benefit from economy of scale in accessing services and materials.
• However, in order to achieve the September 2019 start-up, approvals from both parties will be required by October 2018.
